The Peace and Security Council (PSC) of the African Union (AU) at its 1121st meeting held on 11 November 2022, considered the Report of the Chairperson of the Commission on the situation in Chad.
Council took note of the statement by Ambassador Emilia Ndinelao Mkusa, Permanent Representative of Namibia and Chairperson of the PSC for the month of November 2022 and the presentation by H.E. Moussa Faki Mahamat, Chairperson of the AU Commission on the Report of the Chairperson of the Commission on the situation in Chad, with specific reference to the political transition, in line with PSC Communique [PSC/BR/COMM.(CMXCVI)] adopted by the PSC at its 996th meeting held on 14 May 2021 and communique [PSC/PR/COMM.1106 (2022)] adopted at 1106th meeting held on 19 September 2022.
Council reiterated its previous decisions on the situation on Chad and particular the PSC Communique [PSC/BR/COM.(CMXCVI)] adopted by the PSC at its 996th meeting held on 14 May 2021; communique [PSC/PR/COMM.1017 (2021)] adopted at its 1017th meeting held on 5 August 2021; Communique [PSC/PR/COMM.1076 (2022)] adopted at its 1076th meeting held on 14 April 2022 and communique [PSC/PR/COMM.1106 (2022)] adopted at its 1106th meeting on 19 September 2022; and totally reject, once again, any form of unconstitutional changes of government on the continent consistent with Article 4(p) of the AU Constitutive Act and Article 7 (g) the Protocol Relating to the Establishment of the Peace and Security Council of the African Union.
Council welcomed the communique adopted at the 2nd Extraordinary Session of the Conference of Heads of State and Government of the Economic Community of Central African States (ECCAS) within the Framework of the Central African Peace and Security Council and Dedicated to the Transition Process in the Republic of Chad, held on 25 October 2022 and the appointment of H.E. Félix Antoine Tshisekedi Tshilombo, President of the Democratic Republic of Congo and the current Chairman of the Conference of Heads of State and Government of the ECCAS, as a Facilitator for the transition process in Chad by ECCAS.
Council decided to convene a dedicated session in due course to specifically consider the political transition in Chad.
Following extensive discussions, Council requested the AU Commission to deploy to Chad, as soon as possible, the AU Panel of the Wise, to gather first-hand information, in consultation with all relevant stakeholders on the ground and brief the Council before 31 March 2023.
Council agreed to remain actively seized of the matter.
